by Treaty provisions, the attention of the Board was invited to
the 14th. Article of the Shanghai-Nanking Railway Loan Agreem
-ment, under which it was provided that means should be devised
to protect the traffic on the railway from illegal exactions,
and that if the arrangements for the levy of likin on other
lines were found to be more advantageous than those on the lines
mentioned in the agreement, the same advantages should be
extended to the Shanghai-Nanking Railway.
In a further Note to the Wai Wu Pu, dated
July 10th., His Majesty's Minister complained that although
the Revenue Council had formally recognised the obligation of
the Imperial Maritime Customs to issue exemption certificates
to imports sent by rail from one Treaty Port to another, the
Customs Authorities at Shanghai still refused to issue these
certificates. His Majesty's Minister had accordiggly informed
Messrs. Jardine, Matheson and Company that in future likin on
duty-paid goods in transit from one Treaty Port to another
should only be paid under protest, and that such payments would
be reclaimed by His Majesty's Government from the Chinese
Government.
